@Velo - Although there is variation in the number of bundles per locale, all of the locales include the basic subset of bundles required for the framework (datavisualization_rb.swc, framework_rb.swc, osmf_rb.swc, rpc_rb.swc, spark_rb.swc, textLayout_rb.swc, automation*_rb.swc). The locales which have a difference of 2, as in your example, are missing the flash_integration_rb.swc and playerglobal_rb.swc bundles. I believe Adobe does not support these bundles for some locales (da_DK, es_ES, fi_FI, it_IT, ko_KR, nb_NO, nl_NL, pt_BR, sv_SE, zh_tw) in favor of a locale chain using the closets regional bundle (or en_US) and the desired bundles. Someone may have more insight on this than me, but I think it'd really helpful to the community if all of the locales that are distributed with the SDK are also available via the Sonatype repository.
