no it's not. many users don't bother setting them or worse play around (i've seen many users w/klingon in their HTTP_ACCEPT_LANGUAGE) or just set the language (ar--arabic--ok but who's arabic?). a "good practice" is to use both IP geolocation and HTTP_ACCEPT_LANGUAGE for locale negotiation (i would emphasize locale is more important than simple language).
