well i would like to suggest http://javainetlocator.sourceforge.net/ (server side) but it's data is kind of stale. geoIP from maxmind is probably "better" http://www.maxmind.com/app/geolitecity or i guess the geocountry data would be good enough. get the binary version, the db lookup is too slow.
