I am not sure about the C# and Java bit, though ;) It might my severe experiences with Java lately. But I C# does a good job... You just need to use the right stuff with CLR. I mean most people run server applications in workstation mode instead of server mode. Yes, then you have performance issues. The garbage collector works differently then.
