Before it runs the command the value is 
<menuitem id="menuDown" label="Down" toggled="false" enabled="true"/>   

After it runs the command the value is
<menuitem id="menuDown" label="Down" toggled="false" enabled="true"/>   

So it doesn't seem to be setting the enabled property.
