The Extensions are definitely touchy. I had this problem several 
times, it turned out to be because I had a version of the file stored 
for convenience...in with CFEclipse, JSEclipse, Quantum, etc..

You have to uninstall them and make sure you install them from the 
exact location Flex expects to use them from, i.e., from the location 
they appear during the setup (the screen that asks do you want 
instructions how to use/setup the extensions, use that location...and 
even then be careful, because during the install Flex seems to put a 
lot of stuff into temp DL folders...don't use that either). That 
solved it for me.
