I do not believe this is actually a bug. The version detail for the
Namespace is written to flexwiki.config at the time of creation of the
namespace and uses the version detail of the assembly build at that
time. The upgrade process does not re-write the data to the config
file. Later when the configuration is validated it then reports the
version information as found in flexwiki.config.

It may be that the source of the information should be taken from a
different place. Manually updating the version info in flexwiki.config
to the current version and then validating now produces the expected
output.

The detail in flexwiki.config may have some value as it clearly
indicates what assembly version was used to originally create the
namespace.
