Here's a thought, what if submitting an empty topic meant "delete this
topic" (as opposed to the hidden "delete" magic topic text)?

But what is supposed to happen? In 1.8, as I said, it goes back to the
HomePage, not creating the Topic. After simply ensuring that it
doesn't toss, the 2.0 behavior is going back to the edit page with no
indication what has just happened or why?

Are empty Topics allowed? If not then I guess we need to show the user
something, but I would ask why aren't empty Topics allowed.
