I'm not sure what I think of that. On the one hand, it seems like I ought to
be able to have an empty topic. On the other hand, it seems like the sort of
thing that 99% of the users will try to do before they know how to do it the
right way. 

Given that I can fake an empty topic with this [1], and the Principle of
Least Surprise, it probably makes sense to have an empty submission imply
"delete". 

Of course, if we had a "Delete" button, then I'd want empty topics to be
legal. Is there any reason we don't?
