OK, I've fixed this so that empty topics can be created. It turns out that once I fixed the original problem, there was never anything special about empty topics. The logic to test for diffs just didn't take into account the special case of creating an empty topic. That is handled now. Removing all the text from an existing topic has always, and still works.
