RecentChanges shouldn't have changed at all - it doesn't render via
WikiTalk, right?

I find it hard to believe that the overhead due to checking a Boolean is
anything other than "immeasurably small", unless you're referring to
something else. I reran my tests, too, though. None of the results make any
sense either: some of the pages are slower, some are faster. But this really
ought to have made a big difference. We're talking thousands of saved calls
into the Federation/NamespaceManager/AuthorizatonProvider/CachingProvider. I
was nearly sure we'd see a big improvement. 

I have some ideas for how to proceed with profiling, but I guess it'll have
to wait until after the holiday weekend (Labor Day in the US).
