John: Yes, that's what I based my install off of.
Giving ASPNET the permissions didn't do anything in terms of making the namespace folders writable. I did play some more and found if I granted IIS_WPG the permissions, I could then write to the namespace folders, however the 'testFile.txt' was still locked with the 'Error loading federation' error.
