They're flaps around the front of the nacelle -- when you open them, they produce extra drag (less than gear or flaps) and route more air over the engine for cooling; when you close them, you cut the drag but cut the cooling as well. Usually they're open for take off and landing and closed for cruise (since there's lots of air anyway). Some DC-3 pilots actually calculate the extra drag into their approaches.
