Cowl flaps are used to cool engines for ground operations,taxi, takeoffs and landings when the engine is either at a high power setting or there is insufficient airfow to cool the engine. Located about (around) the engine compartment there are basically doors (vents) that are opened or closed (streamlined) with the surface. Open they cool the engine by allowing more air to flow thru and around the engine compartment, they also increase drag.
