Do you mean that Windows XP's built-in ZIP handling doesn't know about Tar files, or 
something?  I would expect it not to; you need to use CygWin or WinZip or similar.

Uh, why not the photo-scenery?

Do you mean rectangular holes in the ground at various joints in the scenery, like 
around airports?  I still get this problem (CygWin, non-photo scenery) which appeared 
a few weeks ago.
