Absolutely. In fact, I've found it very interesting shooting
simulated IFR approaches with a low ceiling rather than limited
visibility; i.e., instead of starting with something like
fgfs --visibility=2000
I start with (for an airport at 400ft AGL)
fgfs --prop:/environment/clouds/layer/type=overcast \
--prop:/environment/clouds/layer/elevation-ft=1500
Surprisingly, I find this much harder when I am above the overcast
layer because I *can* see: I tend to look out the window at the cloud
horizon and my instrument scan goes to crap. As soon as I'm in the
cloud and there's nothing out the window but white, my scan goes back
to normal.
