..yeeha, "FlightGear to model hydro power generation!".  ;-)

..you basically want the dry terrain including "dam floor", 
all the waterways etc, and to hook it to the weather model.

..waterways can be generated off the terrain model, and corrected 
with waterway map data, and vice versa, is vaporization modelled?
