If you haven't seen a performance difference between old graphics cards and new ones then it sounds like it's running in software rendering mode. I just upgraded my graphics card and believe me it makes a HUGE difference in FlightGear. I was using a TNT2 and I was only getting 10 FPS max. I have just inserted a Ti4200 and I'm getting 50-60 FPS in FlightGear. That's a 500 to 600 percent performance increase using the same nVidia driver. Why don't you get yourself a decent card and check it out for yourself? Ti4200's are less than $100 nowdays.
