Of course it shouldn't,  that's why it is a bug. :-)  I think this reinit is
done in fg_init.cxx.  In order to understand what I described you'll need to
follow up on "ground elevation" and how that is initialized.  It ends up being
used to position the aircraft.  The two newer FDM's will do the ground triming
quite well if the initial aircraft altitude is reasonably close to the ground
elevation....but if the aircraft is something like 150ft in the air at start,
it'll usually dive and/or flip on its way to the ground.
