Yes, please.  If the plane has a current maintainer, send your changes
to him or her if possible (if you don't hear back in a while, or
cannot get an e-mail address, skip ahead) -- otherwise, the best way
to distributed them is to put the changes in a tar or zip file
somewhere online and send a URL to this list, so that people can try
them out.  If that doesn't work, you can send a private e-mail to
someone with CVS access with your changes attached.  I do not
recommend sending attachments to this list, though, since they might
clog up a lot of inboxes.

As for what you update, concentrate on what you're most interested in
-- you'll get more done and have fun doing it.  Welcome.
