I agree.  I cannot imagine anyone sending in a screen shot that does not
expect it to be freely distributed.  Explicitly state this on the web
page.  By the way, I have 3 pa24-250 screen shots in the web page.  Any
and all are free to use these any way they desire.

Request a similar statement from the submitters of all the other screen
shots on the page.  Remove any that don't want to submit a statement.
Add the "license info" to the screen shot page and any new screen shots
are submitted with this in place so the issue is settled.
