Actually, that is in fact on-topic, because as long as AI planes are
local you don't have a common environment that can be controlled by an
ATC. Of course AI planes should follow ATC instructions. That would
also eliminate AnMaster's concern that ATC will be boring.

I vote against implementing the human ATC as standalone, because I
think it is important to be able to look out the window of the tower
and see what's going on.
