Excellent idea. If you have ATC a great way to practice is with dummy planes just to get used to the mechanics of controlling traffic without interfering with pilots flight time and at the odd hours when there is no traffic or you need to test radar, comms et.... Out of all the live ATC networks going I don't think any of them have a viable robot plane system.
