I was talking about Live ATC with human controllers but they have brought up 
automated ATC.  Two different but compatible areas.  
Normally you are not going to have random AI traffic when ATC is active.  But 
as Stewart mentioned machine cotrolled AI traffic would work and that is 
another whole area but a great one.
