No, you're not missing anything. By selecting "Ignore" from the display list you are choosing to display those who want to be ignored. I'm in two minds on whether to offer the display Ignore option. Even if the display ignore option is not available, users can still choose to display such a person with a small amount of property hacking, so hiding it from the GUI doesn't really stop people from seeing you. OTOH, it is obviously confusing, so I'll remove it from the final GUI. Thanks for the feedback.
