as maintainer/founder of the "official" livery database I will try to answer 
Pete's questions, altough
I do not understand how most of them are related to the liveries anyway...

The livery database was set up as a repository, just like 
http://scenemodels.flightgear.org, to host
data that does not fit within Git/CVS. The repository is official in the sense 
that it is acknowledged

by the head of FlightGear (Curt) and most developers (I have not receive one 
complaint on it so far)
and it lives under the flightgear.org domain, meaning that people can directly 
contact Curt (and thus
FlightGear) if they have problems with it.

The database itself is not available under GNU GPL, as it does not need to. 
Actually, there is not a 
single license statement on the website, except for the "Your files have to 
comply with the GNU GPL 
V2 license" upon contributing. I will add a license notice though, as I see 
that I should have added it.
But even then, making the files available under GNU GPL does not mean that the 
SQL database in which
the authors/links/airliners are stored must be GNU GPL as well. 

 

Now, if I am right your problem is that the airlines might sue us because we 
use their logos? If those 
airlines have problems with that, they are free to contact me and I will remove 
those liveries involved.
Actually those airlines should be glad that they are included, as we give them 
free advertisement. There 
is even a link to their website included on the download page.

However, as far as I know Pete does not own an airline (atleast not one that is 
of such importance that
we've a livery of it)...

Conclusion: I will add a license note to the website, as that is what I have 
forgotten.
