In real life you get a screech if two radios transmit on the frequency at
the same time - this is the virtual equivalent :-)  You should make sure
that you call ATC after any on-screen transmissions have finished
(disappeared).  The AI and ATC *should* try to transmit when the frequency
is clear.  There are bugs in the AI/ATC logic though that mean they will
sometimes transmit over you - in particular I think that go-around
instructions are issued without waiting for the channel to clear.  The AI
is currently somewhat unmanageble at level 3 - try knocking it down to 2
for a reasonable amout of traffic, or 1 for fairly sparse traffic.
