Within FGFS, try checking the sound menu (under the "File" menu) to ensure that sound is not muted and that the volume slider is set correctly. If those are set correctly, also check that your sound setup in windows is not set to some fancy (e.g) 7-speaker setup if you only have two speakers - that can mean that some sound channels disappear and they are likely to be the ones that fgfs uses.
