Well, did you try manually replacing what's in there for your airport
with yours? What happened when you did that?

I don't know whether the lighting are part of the scenery, or something
that fgfs generates on the fly based on the data in apt.dat for the
airport in question. If the former, then it could be possible that
fgsd doesn't do the lighting just yet; you'll need to check with Fred,
possibly over in fgsd-devel. If the latter (which is what I suspect),
then your updated information for the airport needs to be in fgfs'
apt.dat, since that's what it uses.
