Not responding to anyone in particular, hence not quoting anyone.. Unfortunately, 9-11 redefined security and terrorism, and the face of terrorism, so to speak.
While it used to be almost safe to say "Hmmm, there's two people taking pictures of the bridge, a man with a turban, and a white person, go and detain the guy with the turban", that's not the case anymore. John Walker Lindh redefined that. There used to be a joke, which I won't quote, but basically it hinted that all terrorists were Muslim extremists. However again, 9-11 redefined that. Some people who knew the terrorists stated they didn't appear to be extremists - they were even known to eat beef. That's the problem, we can't paint a picture of a terrorist anymore. So imagine what would happen if threats were ignored because the person was white. I'm a photographer, so I completely understand the extra security and the 'hassle' of being questioned by the police. I think I'd be more concerned if no one cared. Someone (and I can't find the message so I might be butchering what the person said) made a comment about a middle eastern male with a amateur camera causing more concern than a middle eastern male with a professional camera. Probably the opposite is true. These terrorsits are VERY well funded.
