This isn't quite correct.

If you want to place objects in the scenery (hangars, landmarks, bridges)
the easiest way to do so is with the UFO aircraft. You can either create
the models yourself (typically using AC3D or Blender), or make use of the
large number of models available in the FG Scenery Object Database
(http://fgfsdb.stockill.org/). You can contribute the models and object
locations back to the database so everyone can benefit from your work.
This is a great way to contribute to the project while making your local
area much more interesting!

If you want to make some local changes to the scenery (other than
airports), you can use FGSD. However, such changes will only affect your
own scenery files and will be incompatible with the next release of the FG
scenery. This is fine if you just want to change the terrain type of some
of the surrounding terrain. There is no easy way to contribute this back
to the community.

If you want to make more significant changes to the scenery that will be
permanent, you'll need to use Terragear, and probably the new GRASS
interface. This is new(ish) and under development. Terragear itself is
also quite hard to get to work.

If you want to change an airport (e.g. add a runway, taxiway) you'll need
to use TerraGear to have your changes reflected in the scenery.
