Sorry no I don't know where this would be set for the AMD/ATI driver.  Also I 
see you are running Windows and I don't (other than for building and testing 
my own software) so I have no idea where this would be set there.  I know 
that in the past that the AMD/ATI linux drivers OpenGL support was not nearly 
as good as what was available with the Nvidia drivers.   But I also know that 
since ATI became part of AMD that their Linux drivers have improved 
significantly (over teh last year) and that they have had significant 
staffing increases in that area.

There are significant differences between how my machine is configured and 
yours.  I am running Linux and have a 7950GT Nvidia card.  So these two 
things could explain why I am no longer seeing any stuttering and why it 
appears to be worse on your system.  I suspect that most of the developers 
are running systems closer to my configuration than yours (IE. Linux with an 
nvidia card) so it is likely that things are better sorted out for 
configurations that are similar.
