Allen, I'm not sure which manual you're reading, there are many... You have to untar the scenery files. I prefer to use Total Commander ( http://www.ghisler.com/ ) for this purpose, but there are other tools available. One user reported needing to rename the file w090n30.tar.gz because whatever he was using didn't understand tgz is a shortened form of tar.gz. The untar should produce "Terrain" and "Object" folders.
