I'm not sure which manual you're reading, there are many...

You have to untar the scenery files.  I prefer to use Total Commander
( http://www.ghisler.com/ ) for this purpose, but there are other tools
available.  One user reported needing to rename the file w090n30.tar.gz
because whatever he was using didn't understand tgz is a shortened form
of tar.gz.

The untar should produce "Terrain" and "Object" folders.  They go in
your scenery folder "C:\ProgramFiles\FlightGear\data\WorldScenery"

Make sure you have FG_SCENERY set to the appropriate value, e.g.

SET FG_SCENERY="c:\Program Files\FlightGear\data\Scenery";"c:\Program 
Files\FlightGear\data\WorldScenery"
