You did, but it was maybe accidentally? See log of r8205: it was a late
night fix to src/screen_xywh.cxx, but src/Fl_win32.cxx was updated too.

I wondered what this was about when I saw it (without a log message for
this particular change), but couldn't understand all these bit numbers,
and I thought: "well, he knows what he does".

We don't have it in X11 either, and I'd like to keep it as it is and
revert the change in Windows. FLTK's (input) behavior should be the same
as in other apps, and this is the old behavior on Windows and X11
(AFAICT). We just changed Fl_Input to resemble the OS's default behavior
as much as possible.

If OS X is different, then it's okay to do it on OS X.
