I tried it, but it looked a bit strange, for 2 reasons:

(1) <hr> draws a black or gray line, in contrast to the doxygen blue 
line at the top, but this could probably be fixed by using more 
formatting attributes (css ?) - I don't know.

(2) I can't position the navigation elements above the chapter
headline, even if I put it above the \page statement.

This could easily be done (it's HTML), but Fabien wanted to save space.
