The PDF generation requires lot of tools and tricky installs to make the doxygen generation correctly, and also ; we found not reasonable to put all the html generated files to the svn repo, but still wanted the final to get a documentation with its distrib as in fltk 1.1. This is why we decided to put it in the svn repo of fltk13.
Now, concerning the www repository, I noticed that the pdf files were present in svn for 1.0 and 1.1 so I did the same. Maybe this would have been better to use upload interface ?
