I agree completely. But it's clear that the core team are busy, and there are a lot of loose ends to be tidied up and checked. I would call on - how shall we say - motivated users to adopt an STR and see whether it has already been addressed, and if not, get down to the business of debugging. Take your time. Add notes to the STR. Don't worry about being slow. Any progress is better than no progress. That's why I jumped in on STR2158. For me it's also an opportunity to learn about UTF-8 and I may get to solve an STR that would otherwise have remained as a millstone round the 1.3.x neck. According to the current poll, we have over a thousand users, and only 38 STRs and 11 RFEs for them to get involved with. Come on people! Let's eat that elephant one STR burger at a time...
