My understanding (and this is probably wrong) is that the answer to  
that question is "it depends..."
mainly on what h/w is used etc.
Same as X11 in that regard, then!

It's the khronos groups spec for a cut-down subset of GL for embedded  
systems etc.
You also see it popping up in discussions about providing GL support  
in web-browsers and the like.
It is, I think, viewed as a "safe" subset of GL that you can sort of  
count on having, and is used as a back end in a few places including,  
I think, dfb...
