Unfortunately the problem is (IMHO) not only that everyone can have access
to the free VS 2010 (and 2008) tools, but that there may be users who are
developing their apps with existing older MS tools. They might not be able
to use other (including newer) versions for some reasons (compatibility,
licenses, cooperating with others, etc.). Thus, if we supported only the
2010 file versions, then we would exclude users with older existing MS
development tools.

In theory, the best way would be to have the oldest possible project files
that can be converted by everybody. The practical problem is that you would
need the old tools to modify and write these old file versions. Matt solved
this for FLTK 1.3 by writing the project files with fluid in the mentioned
"VisualC6" format (whatever this is called officially). I managed to
convert and use them with VS 2008 and in a 2nd step with VS 2010, and I
think that it would be best to provide the old (VisualC6) files as well as
the converted VS 2008 filed to enable most users to use them.

That said, I don't know what to do for FLTK 2 - it's up to you or FLTK 2
developers to provide the "right" files. If I can help, I can commit the
files, but I think that we should at least have one older format.

FYI: I installed VS 2008 and 2010 side by side on a Win 7 box, and they
can coexist (but I use them only to convert and test the FLTK project
files). YMMV.
