I played with this some more (after fresh checkouts and builds...)

Here's what fltk3 *now* does for me, on WinXP/mingw.
Testing on a single head system only.

Basically it works *BUT* the Preferences windows are often opened
slightly off the screen, such that the titlebar is inaccessible. Note
that the title bar *is* present, but can't be reached.

This happens if the fluid main window is in its "usual" place for my
workflow, which is at the top left hand edge of the screen.

If I move fluid to the middle of the screen, the Preference windows are
opened on-screen and all seems to be well.

I speculate I am (now) seeing some sort of hotspot issue and that my
default layout is causing the Prefs window to be drawn (at least partly)
off-screen.
(This may relate to the recent changes in how we denote the screen-area
as opposed to the workspace area? Hmm, no, maybe not...)

Anyway, that aside, the windows do appear to have borders today.

However, I did manage to crash fluid3 several times. Open a .fl file,
play about for a bit. Open a different .fl file in some other folder -
segfault...
Not every time, but often.
Restart fluid3, open "other" .fl file again, and all is well.
