Since we didn't do the 1.3.1 as planned, we shouldn't bother
because it seems like the relevancy window for doing that
might be behind us.
I'd say to keep things simple, do (b); push current as 1.3.1.

Good point; if we push current as 1.3.1, then we should change
all those FLTK_ABI_VERSION ifdef's from 10302 -> 10301
to be technically correct.
Let's be sure to fix all HIGH and CRITICAL priority STRs against
1.3.x first, of course. I'm all for that effort.
