Not true.  You can instruct the user to run vcredist_x86.exe first, then the 
app can be run from any folder without installation.  You can find it in 
C:\Program Files\Microsoft Visual Studio 
8\SDK\v2.0\BootStrapper\Packages\vcredist_x86

Best bet after searching this message:

"The Visual Studio created package requires that when deploying the package, you
choose "Basic" as the user interface option instaead of "Maximum". This is
usually requires selecting "Advanced Deployment" and then on the Deployment tab
choosing the UI level.
