Yes, fltk2 implements (not fully yet, not all platforms) cairo support.
AFAIK, cairo support is implemented for os x but does not work for now.
I built (in my former life) a little cairo demo that demonstrates how  to 
incorporate cairo code in fltk (i used a window and drawn something psychedelic 
in it, smile here).

It should be in the fltk2 test svn still (?)
