By experience I think, FLUID is very easy to use and powerful. But I 
need to say, that I'm only using it like a "resource editor" for 
creating the GUI, not like an IDE, see details:

You can use any IDE and take FLUID for resource editor - Borland C++ 
Builder oder MS-Visual-Studio only use native resource editors for their 
own GUI library. I'm using Eclipse and when clicking to a FLUID file I 
can do my resource editing (it opens automatically with "system editor" 
FLUID) the same way like using a native resource editor.
