I see Edzard already suggest you try FL_CTRL+'x', as it is potentially
case-sensitive.
other points:
Subverting Ctrl+X may be a Bad Idea since that already has a well-known meaning
for the system and changing it is probably not good.
You have set the shortcut in two incompatible ways in your example, and to
different things...
Note that the fltk code will interpret "&Close" as meaning "underline the "C"
of the word "Close" and set the shortcut to ALT+C" (at least I think it is
Alt+C, might be CTRL+C...)
You then explicitly set the shortcut to FL_CTRL+X.
That's not the same value, and I do not know which takes precedence, but quite
possibly the ALT+C will win out.
I don't think you can have two shortcuts set in this way...
