I think because of the uppercase 'X', it implies FL_SHIFT,
ie. FL_CTRL+FL_SHIFT+'x'
Probably hitting ctrl-shift-X will trigger the shortcut the way you
have it coded.
Assuming you don't want shift, use 'x' instead.
