Hard to say - it's still pre-alpha, so who knows what it might have by the time 
it is stable.
(Patches welcome BTW.)
We plan to have smarter scheme control in fltk3, but only time will tell...!

That's by design.
It is pre-alpha, and pretty much anything might change (though probably will 
not). 
You don't want to be using fltk-3 at this stage, unless you are prepared to 
cope with the "flux".
Hence the high entry barrier...

Fltk-1.3 is the only currently recommended branch. And you can make it look 
like anything, if you make a little effort; even changing appearance at runtime.
But yes, it is easier in some other GUI toolkits!  :-)
