Do you have any ArcGIS product running at this point? I'm assuming
that you don't - that you merely have FME started up. 

Can you try opening ArcCatalog (for example) using the ArcView
license, then try starting FME. Hopefully then you'd have FME using
the ArcInfo license. This would be awkward to do for each translation,
but at least it would be a short-term workaround.

I'm told the default action ought to be that FME checks out the
highest level license it can - for the very reason that you point out,
that we don't know what function the user requires.

Either way I'll file a report with the developers (or log a support
ticket for you) for two reasons...

1) FME ought to be taking the ArcInfo license - but you report it isn't.

2) There ought to be an option to choose which license to use. I can
see the situation when someone says the reverse - that FME is taking
the ArcInfo license when they need that elsewhere. Therefore I'll
suggest a choice of license.

Not sure what the exact situtation is here. Is this just the FME
ArcGIS Extender, or is it the ArcGIS Data Interop Extension?

The ArcGIS Extender should simply share the same license as the ArcGIS
that is running it - for example start ArcGIS with the ArcInfo license
and that's what the FME extender will also use.
