The steps to add a transformer would be the same as usual; the way it works hasn't changed - we just tried to clarify the existing behaviour by renaming the folder. A transformer just won't appear in this particular folder until it's been used at least once in an embedded form.
Thinking about it, FME2007 allows you to have customized folders in the transformer gallery, so you could create a folder and put all your custom transformers into it anyway. Given this fact I think this enhancement would get a low priority in the scheme of things.
