To be honest I'd be very surprised if the AnchoredSnapper even worked in a loop. The loop really only permits feature-based processing - because it loops through one feature at a time. Snapper would be group-based, and so wouldn't work.
If FME finds group-based transformers inside the loop it will object and not allow the workspace to be run. So if it doesn't work - this is why.
